I sent in my mail-in components of the application a while ago, and according to the NACAC form, I qualify for the fee waiver based on household income. However, my guidance counselor couldn't sign the NACAC fee waiver form due to "school policy" (it's complicated). It was late during the semester so she couldn't draft a letter either. Instead, I photocopied my parents' W-2 forms and attached a letter stating a personal fee waive request due to income. Do you think Harvard (and Cornell and Dartmouth) will accept this in lieu of a fee waiver?

I know that Harvard would totally accept that as a fee waiver. Don’t know about the other two colleges you mention though.
