HAVE Few Questions About National Merit Scholarship!!!!PLZ Help!!!!!!!!

<p>I am a current SOPHOMORE, and I am preparing for my PSAT exams on my JUNIOR year
1.Can a international student qualify for the finalist ?
2.If I take the PSAT at 2014 Oct, when is the commendant/semifinalist/finalist results coming out ?
3.Top 3.3% of the PSAT tester are qualified for the commendants, then what are the qualification rules of semi-final, and final ?
4.Can a finalist basically go to whatever college he wants to in the nation (regardless of the scholarship )</p>

<p>Nope. There are far more finalists and semifinalists than there are spots at top schools.</p>

To participate in the National Merit® Scholarship Program, a student must:</p>

<pre><code>take the PSAT/NMSQT® in the specified year of the high school program and no later than the third year in grades 9 through 12, regardless of grade classification or educational pattern;
be enrolled as a high school student, progressing normally toward graduation or completion of high school, and planning to enroll full time in college no later than the fall following completion of high school; and
be a citizen of the United States; or be a U.S. lawful permanent resident (or have applied for permanent residence, the application for which has not been denied) and intend to become a U.S. citizen at the earliest opportunity allowed by law.
