Can anyone list all the HBCUS or any they know with open admission and that are still enrolling for the fall semester.

There are some HBCUs on it. IDK if they have open admissions but you can check.

https://en.wikipedia.org/wiki/List_of_historically_black_colleges_and_universities includes some community colleges, which are presumably open admission.

Probably most do…but be aware that many schools give less financial aid and no scholarships for spring admits.
