Help!!! 1930 SAT/4.0 GPA and trying to get into top 30 schools!

Hi everyone, thank you for taking the time to read my post.
If possible, can you guys chance me for

  • Wake Forest University (private)
  • University of Virginia (public)
  • University of North Carolina - Chapel Hill (public)
  • Lehigh University (private)
  • Boston University (private)
    NOTE: I live in Portland, Oregon. These are all out of state schools for me!!
    ALSO: Can you guys give me a 1-10 scale on my chance? It would be way more helpful than saying reach! Thanks!!

Class rank: 1/630 rank (ranked by UW GPA)
SAT: 1930 (not submitting SAT for Wake Forest)
(CR: 600, M: 670, W: 660)
ACT: not taken
No SAT subject tests

Freshmen year: no honor/ap classes
Sophomore year: Ap human geography
Junior year: College US History, AP Psychology, precalculus
Senior year: AP Calculus, AP literature, Spanish 3, AP Government

EC:
National honor society for 2 yrs
Editor and Preparedness Coordinator for Red cross for 2 yrs
Sparrow club for 2 yrs
Sneaker club for 2 yrs
Track and field for 1 year
Link crew for 1 year (leadership class)
Speech/debate for 1 year
Project proto (business program for entrepreneurs) for 1 year
Volunteer at library for 2 years (70 hours)
Volunteer at community center for 2 years (130 hrs)
Also did a business workshop for Portland State University

Recommendations:
Should be solid for everyone

Misc:
My parents never went to college
I am 50% Chinese and Vietnamese
My parents make 45k annually (need lots of FA)

Look into some very selective, but test-optional schools (Wesleyan, Brandeis, etc.).
