A couple suggestions:

Sweet Briar is a women’s college in Virginia that appears to have a special relationship with tap: Tap Clubs - Sweet Briar College | Student Engagement

Hope College in Michigan seems to have lots of tap offerings, and many posters have only had wonderful things to say from their visits to the school.

I know a student at Oberlin who does tap. I think they have an excellent program too. Not a women’s college though.
