Help a freshman for an internship

Hi, for the record, I'm talking on the behalf of my brother. This doesn't apply to me.

Anyways, he's a freshman and he's ultimately looking into a career in investment banking. What can he do this summer? Is he eligible for internships?
What must he do over the course of 4 years to successfully get employed by one of the top firms in Investment Banking?

He's preferably looking for opportunities in San Fransisco. New York is a second choice.

It depends on his school. If he attends a good school (target or semi-target), he should have some opportunity to get a small internship in PWM, for example, or even potentially an unpaid internship with a small boutique IB shop, especially if he’s taken a business course or 2 - to build his resume and prepare for sophomore year. As a soph summer, he should be looking towards better roles - more related to IB, if not in IB - especially if he is in a good school. As a junior, he should really be gunning for SA IB internships to put the cap on his resume ahead of FT recruiting.
