In Texas, Baylor and TCU are the ones good in both sports and academics yet not too difficult to get in for out of state applicants. Both have good aid and merit scholarships. I think both waive application fee for low income and high stats students. Off campus housing is quite affordable compared to east and west coast. Both meet your criteria of >7,000 students yet not over populated to dilute the campus experience.
