I was accepted into Tulane and received presidential scholarship and got into honors program as well. I did usually talk through email with the school intl counselor. Due to some personal reasons, i have to decline the offer. However, I just email the school about the availability.It’s been a month. Are there any chances that I can get my offer back?

No one other than the school official can answer you. However, if you declined an order several weeks ago, they should have already made arrangement for the next candidate already.

I have never heard of a student being offered a place in the college along with scholarships after initially declining an offer. Especially nearly a month after the response deadline.
I have heard of a student withdrawing an application, realizing he made a mistake on March 30, asking if he could resubmit the application, and then being offered a place off the waitlist a week into May. I have heard of a student being offered merit aid off the waitlist (my own kid), and I have heard of students being offered places off Waitlists as late as a couple of weeks before the start of term. But your particular case, I have never heard of that happening for anyone.
The chance you can get your spot back is miniscule. It would require them not filling it with a waitlist student which is simply not possible.
