Help! Can't figure out if I should send ACT only??

I have a question that I can't find the answer to even after reading a lot of the ACT/Sat threads. My ACT composite score of 28 is right in the range for the schools I plan to apply to. The composite is about 100 points better than my SAT score. BUT, when you convert my low english subscore (23) it's actually lower than my cr score. BUT, my reading score on the ACT is a 32. Math and Science are both 28. I think I should only send the ACT - but, will a low subscore weaken the composite. I know there isn't really a right answer - but, I'm just not sure what to do. Any opinions? My SAT math and writing are pretty good -- mid 600's. So, it's both my ACT english and SAT cr that are low.

thanks.

Send both. Admissions officers tend to take the highest scores, and it's unlikely they'll penalize you if your SAT scores are weaker than your ACT score (which is actually quite common).
