I just want to ask that whether my priest can be my counselor instead of my class head teacher in common app?
I’m asking this because I’m an international student and my class head teacher can’t use english but the priest can.

In general, the expectation for a school “counselor” (for the school report and the LoR) is an adult educator speaking directly to the college. If there’s a language issue, you can make use of one of the reputable/official translation services. Some colleges even mention this in their online info.
