Help! CSS Profile: is a homemaker considered unemployed?

Help! Question PD-210 " Is this parent self-employed or unemployed?"

Choices are: “No”, “Yes, umployed” and “Yes, self-employed”

CSS instructions say: "If your parent is employed by others or is retired or otherwise not-employed by choice, select “No.”

Does this mean if a parent is not-employed by choice (homemaker), we should put “No”? The wording is confusing!!!
Trying to get this submitted today for an EA deadline.

Unemployed means formerly working and actively seeking work. So answer No.
