Help finding good safety schools

Hello! I'm having a little bit of trouble finding safety schools... I want to double major in english and philosophy so first and foremost I'm looking for schools that have good programs in those fields. I was thinking University of Michigan but I wasn't sure if that constitutes a safety. I would prefer mid sized schools for safeties! And preferably not in Ohio.

I've taken 4 APs, signed up for 6 more my senior year, got above 2250 on SAT, around 3.9 unweighted GPA (I've received one B), around 4.5 weighted GPA. I do a ton of community service and am very involved in extra curriculars. I'm planning a 5k, am on the state board for Key Club and am planning the state convention for this year, have received writing awards and awards at Mock Trial competitions (I've been on the team all 4 years of high school). I've received many community service awards, and my rec letters will be good. That's just a brief glimpse at what my application will look like.

Rutgers? But if you are not a NJ resident, it may be rather expensive. Not sure if it can be an admissions safety for non-residents.

What is your home state and cost constraint?

I’m from Ohio, and cost shouldn’t be an issue.

Thank you for responding!!

I don’t see why Rutgers wouldn’t be a safety. Rigor, Class Rank, GPA and Scores are very important, Level of Interest is not considered, and everything else is only considered. I think the small OOS %age is due to it being Rutgers.

Virtually all the in-state publics would be safeties with scholarships offered. Here is another set of options:
