Help for non-traditional applicant

I am trying to help a 24-year-old friend who is Japanese and lives in Tokyo. She has just graduated with high honors from Waseda University which is a top-tier university in Japan and she is currently working as an assistant at a law firm. As she lived in the USA K-8th grade, she is completely fluent in English. She is interested in attending law school in the USA (preferably California, New York or Boston). Unfortunately she has scored very low on her LSAT (135). Are there specific schools that anyone can suggest that may look favorably at an international student with a stellar transcript? Thank you!

Has she considered retaking the LSAT?

she should definitely retake as it would be virtually impossible to get accepted with a score of 135

We will suggest she take it again and get some tutoring beforehand. What type of score increase (on average) do students see when taking the test a second time?
