help, grammar question

(I had never encountered) such arrogance before. I did not know how to react.
(A) I had never encountered
(B) I never encountered
(C) Never had I encountered
D never having encountered

The answer is D,but i wonder why C is not correct

Never had I encountered should be an inversion of I had never encountered, which is a complete sentence.
Not sure.

Had I sounds a bit awk. to me.

Are you sure that they are two different sentences or is there a comma? If the former, then I am unsure; however, if it is the latter, then answer D would make sense. ~ Hope this helps :)

oh, i am sorry, yes, it is a comma… i don’t know hwo to edit the sentence

The comma makes it a comma splice (independent clause - comma - independent clause), which violates coordination/subordination conventions.
