help, I did not follow through on college applications!

I applied online to 4 California State Universities about two months ago for the Winter Semester. But before I could send the payment (for the application fee) my parents decided it would be best if I went to a community college first and then transferring to a better university after. So basically, I sent in my application and they received it, but I have not sent the payment. What should I do now?

The winter semester has started over there already, and they haven't contacted me or done a follow-up on my application...so I take it they aren't going to do anything to my application anymore. Should I just leave it at that? or should I still contact them to let them know I won't be continuing the application to their schools...could they sue me or blacklist me for not doing so?

P.S.: Yes, I know not contacting them right after my parents told me was a very irresponsible thing to do...but i'm just wondering if I should still inform them about it or will I just leave it be since they haven't done anything to my application anyway?

Applications for which equired materials are not received, including payment, are simply not considered for admission and are ultimately considered withdrawn. The only real issue you have is that if you apply later to the same college, it will likely still have a record of your having almost applied before and may want explanation at that time (and your application will usually ask if you have applied before). Can probably deal with that later but may consider sending a letter now simply explaining that you have an incomplete application on file and that you decided to attend community college first. That way you will later have a prior letter to refer to when you need to answer the question later as to whether you applied before.
