Daughter wants to leave NYC and get away from parents. Willing to go North, South, East, or West, just not NYC.
Interested in historic preservation, music, theatre, and romance languages. High school offers no AP classes, just a pretty tough college prep curriculum. Visited a cousin at Colgate and was bowled over by beauty of campus, but daunted by how hard it is in to get in. ACT 32, GPA just 3.3, but rising steadily (looks like straight A’s most recent term), late bloomer recovering from health issues that emerged late sophomore year. Loves theatre (had lots of lead roles and attended audition-only camps in summer and lots of training in NYC’s theatre/singing scene), but not sure wants to major in that, but would love to be at a place with a really active, well-funded theatre and music departments or where the student theatre and music community is very active. Daughter is pretty liberal and not interested in Greek life, but she likes to have fun, mostly put off by the social hierarchies that Greeks represent (NYC has its own version of toxic social heirarchies). Colgate visit obviously gave her a vision of gorgeous ivy-covered campuses, which to an urban kid must look like paradise. Parents not willing to let her go the BFA route. My impression from your post is that she is not sure of her major. Is this correct?
Vassar College ? Middlebury College ?
My dd is engineering but very active in theater and has friends who selected schools that met your daughter’s criteria. Oberlin came to mind immediately but it would be a reach school. U. of Utah would be a match and has a strong arts scene. Hopefully others will chime in.
Muhlenberg sounds like it might be a great fit for her. Allentown PA. They really love theater kids, even kids who are not planning to major. In fact, she can audition for a talent award without having to major in the subject. Very little Greek influence on campus.

My nephew is very involved in theater, although not majoring in it, at the University of Vermont. I think your daughter could get in there.

Gettysburg would be worth a look.
Historical Preservation will probably narrow the options down as it isn’t very common.

Among these Cornell, UVM & College of Charleston might be of interest to your daughter.
UVM’s program is master’s level only.
Cornell would be a huge reach with the current GPA.
With a 32/3.3 both Vassar and Middlebury are high reaches @Publisher. I would look at Mt. Holyoke, Kenyon, Skidmore and Gettysburg along with Elon.
Seconding (thirding?) Muhlenburg, Wesleyan, and Conn College.
College of Charleston is worth further investigation for one seeking a change from NYC & wanting to study Historic Preservation. (And eat good food & enjoy beautiful beaches & nice weather & Southern Charm !)
Vassar is a tough nut to crack for females. Something like 4 times as many females apply as males yet the student body is about 50/50
In addition to those listed above, these may be worth looking at… University of Mary Washington, University of VT, Virginia Tech, Roger Williams, Sarah Lawrence, Bard, James Madison University (History major with a minor in Historical Archeology… or Art History Major with a Concentration in Museum Studies)
Someone above mentioned Skidmore - my D is a freshman there, currently majoring in Theater and possibly double-majoring in Classics. Very pretty campus and nice, walkable college town (Saratoga Springs). No Greek life, which my D also wanted to avoid. Liberal, without having any huge or disruptive demonstrations (so far) and with the administration strongly supportive of freedom of speech.
