As of right now I intend on majoring in accounting in college. I’m also looking for a great party scene and good sports teams (if possible). cost isn’t a factor. Right now these are my top schools (no particular order):

UF! Has everything you want and they have their own accounting school that’s not just part of the biz school. If you can get in, it’s probably the highest ranked of the bunch and the least expensive.
Most of the schools restrict entry into the accounting program, so I would apply for direct admit and if you don’t get into accounting straight from HS skip that school. I believe direct admit to UF’s accounting is competitive. If you like UF, I’d suggest adding UGA. It’s another top accounting program and has one of the best college towns.

I like UGA however, I’m from upstate New York and I’m a little worried about making friends because I’d be out of state and it may be quite a culture shock.
I would look for a college in the same city as your summer Big 4 internship opportunities. When I helped recruit at a Big 4 in Los Angeles we heavily recruited from our local top colleges like USC and UCLA. If you got a summer internship you were essentially guaranteed an offer of employment for the following year.
UF doesn’t consider major for undergrad admissions. If you get in, you can choose any major.
You are correct. It’s difficult to choose Accounting after enrolling, but as long as you declare before you start it’s automatic.
