UIUC (it’s a serious party school but also has a great engineering program)
Maybe U of Mich? I don’t know about the greek life but it’s definitely a good school

I was looking into UMich, particularly, but I wasn’t sure if they offered good OOS aid
I’ll look into the new suggestions, too
Anywhere warm? I like the look of UCSB but it seems that I wouldn’t get too much money there

For merit, try Clemson, OSU, Alabama. If you’re a NMSF, you can get some generous aid, especially from 'bama. If you’re a NMF, bama’s scholarship is extraordinarily generous.

You won’t get anything at UMich (nor at UCSB). UVA meets need. You need to see if your parents can meet their end on that. If you’re NMF you can get 1/2 tuition at USC (assuming you meant California). Are you applying to UMass as a safety?

Some examples from the above list with engineering and D1 sports (SAT is CR+M):

Alabama (Tuscaloosa): full tuition + $2,500 per year for engineering student with 3.5 GPA and ACT 30 / SAT 1330 (non-engineering gets full tuition at 3.5 GPA and ACT 32 / SAT 1400)

Alabama (Birmingham): $15,000 for 3.0 GPA and ACT 28 / SAT 1260

Louisiana State University (Baton Rouge): full tuition at 3.0 GPA and ACT 30 / SAT 1330

Louisiana Tech: tuition and room and board at 3.0 GPA and ACT 32 / SAT 1400

Mississippi: approximately 90% OOS tuition at 3.0 GPA and ACT 32 / SAT 1400

Utah State: full tuition at your stats

Howard: tuition, room, board, and $500 book voucher for 3.5 GPA and ACT 32 / SAT 1400

Florida A&M: full tuition at 3.5 GPA and ACT 27 / SAT 1800 (CR+M+W)
