Help me find the right College!!

<p>Hi, I am from Bangladesh. I finished my A2 ( A levels CIE) this May/June session. USA has been my dream since childhood and I intend to apply for Fall 2015 session. Right now as I speak, Um confused about choosing between Engineering or Economics for my undergrad. Where I get the chance has a good influence on it, as um open to both. What I need suggestions with is which Universities should I apply to as I need a high amount of scholarship and/or fin aid. My parents wouldn't be able to afford much as they are both retired from their professions. So I ll be needing around 70-80% waiver.
This are my stats:
O level (CIE) - 9 A's (maths,eng,bengali,chem,bio,phy,acc,eco)
As (Advanced Subsidiary) - 4A (math,eco,phy,chem)</p>

<p>SAT- I (once) - 1940--770 Math, 580 CR, 590 Writing. Will sit again for the second time this October, Target score 2200
SAT-II - not good, Math II - 660, Phy 690. Should I repeat again???</p>

Classical Guitar for one year
8 MUN's so far.-5 Awards. (all local,2 international in home country). looking to attend few Int,MUNs overseas before applying in Nov.
National Earth Olympiad (NEO 2013)- Placed 3rd in Divisional ROund. Placed 6th in National.
Building Bridges Through Leadership Training (BBLT 11) organized by Bangladesh YOuth Leadership Centre (BYLC)- a 2.5 months highly selective vigorous leadership training programm.
Delegate at Bangladesh Youth Leadership Summit 2014, An international Conference organized by BYLC
Founder and President of School's Social and Environmental Club, been running it for 2 years now successfully.
Founder and President of School's Model UN Club.
Core Volunteer at Volunteer for Bangladesh (VBD) for 2 years.
Duke of Edinburgh Award- Bronze
Acknowledgement of being Team Leader of a Community Service Project competition, organized by physically-challenged development Foundation.
Community Service of total 600 hours atleast.</p>

<p>There arent waivers. You might get into a school that gives need-based aid to intls, but those schools will look over your family’s finances and then determine what to give you. </p>

<p>However, most schools do not give any need based aid to intls. </p>

<p>Some schools give some merit based scholarships to intls. How much will your parents pay? </p>

<p>Your CR score needs to come up for good sized merit…and for better chances into the need-based aid schools.</p>
