Help me out?

I am a US Citizen studying in India. I've studied and lived in California from 1998 to 2010. In 2010, I moved to India and am studying there. I am currently a senior, and will be graduating in March 2013. I am going to apply for colleges in the US, but my grades and scores are pretty low.

9th - 3.4 GPA
10th - 8.5 CGPA
11th - 74% Overall
12th - 88% Overall

SAT - 2190
SAT Subject - MIIC(790)/PHY(710)

I also don't have that much financial support, so I will be applying for financial aid too.

Most probably, I will be trying for a community college, preferably De Anza(San Jose, California) or any places around. I will be transferring out into a UC or a CSU after 2 years. Any tips or suggestions for me? I am going to work there after I get my degree, so would I become an in-state resident when I transfer to a UC or CSU?

Thanks!

You ought to be eligible for federal aid, and if your parents live in California, you may be able to enroll as a resident. Otherwise, you will be a non-resident.

Gaining eligibility as a resident while enrolled in college full-time is very difficult. It would be advisable to take a gap year so that you can enroll with resident status. Also, non-residents receive little or no need-based aid - most comes from the CalGrant, which is a resident-only benefit.
