Help me to find an university for me

I am an international student, and I am in currently community college in west coast and seeking for a 4 year university to transfer.

I want to have a major of geological or civil engineering(both of them are okay, because what I am finding is a practical major related with geology at bachelor's degree. I want to have a major of geology in graduate school.)

To be honest, I do not want to go to "top" schools of that major in US-it is too competitive, and tuition is expensive. I prefer to go to a "second tier" university, which has less cost of tuition(I do not care much about cost of living, because it should be high I want to go to a large city or suburb of a large city, because I do not have a car and want to use affordable mass transit.) and a little bit less competitive.

As stated above, I want to go to a large city because of transit problem. I want to keep staying in West coast, but that is not necessary. I am prepared to leave here if needed.

Wow...that's a lot of requirements. I do not think there are so many university 100% match with those conditions, but please help me to find one.

In terms of US dollars, what can you afford?

One low cost suggestion is the New Mexico Institute of Mining and Technology. Most Western airports offer flights to Albuquerque, and from there you need to take a shuttle to Socorro.

I just found thr tuition and fee(of course out of state) of New Mexico tech-I think about 1.6 time of this university is the maximum, but I prefer to be similar with that tuition of New Mexico tech. Thank you for suggesting. Even though it is not 100% match with my hope, but I would include it in my consideration.

Some other ideas: Arizona University, University of North Carolina Charlotte, Northeastern, Univ. of Colorado Denver, University of Virginia Richmond
