Help me with Safety schools?

2190 SAT 690 reading 800 math 700 writing
4.0 unwieghted 4.43 weighted GPA
Total of 10 AP classes by graduation

I want to apply to: UW Madison, UVM as safeties
And as conservative probables: U Maryland, and BC (my schools has a really good relationship with BC)

Let me know what you guys think!

UW-Madison is not a safety OOS. For frame of reference: UW is ranked higher in pretty much every ranking, and is more prestigious than, Maryland.

Assuming all state schools are OOS:
UVM: Low match
UMD: Match
UW: Match
BC: Low reach/high match

If anyone knows anything about U Wisco and its rolling admissions, could someone tell me when the best time to apply is for the best shot at acceptance?
