Help me with the concept of ED

WEll i am having some troubles with this concept of ED. I know what it is and its basics. My questions get more specific.
If i apply ED can i apply to the UC'S which are due at end of NOV or USC which is due on dec 1?
Also so the concept is that if i get accepted that i cannot apply regular anywhere else right? So my q is what if i get accepted to the school, but they don't offer good fin aid. Can i decline the school?
Please offer me some advice.
In fact i would love if u guys also put out as much info u have on ED
THanks a lot!!

You can apply to only one college Early Decision and if accepted you must attend there. However, you can also apply regular admission to any other college (including the UCs and USC) and even Early Action (non-binding early decision) at other colleges that have it unless your particular ED college prohibits it (most EDs do not) or the EA school prohibits you from applying ED elsewhere. If accepted ED, you are then required to withdraw those other applications.

One recognized out for ED at most that have it is if your financial aid offer is inadequate. However, what is considered inadequate is a hazy area (do not assume that what you personally will consider inadequate will be considered inadequate by the ED college) and it may take some negotiation and explaining to ED college.

You should also be aware of a USC policy. Because it is so adamant against ED, it will not honor any other college's ED policies, i.e., if it accepts a student who is accepted ED elsewhere it will not punish the student (e.g., withdraw its admission) if the student just decides to blow-off the ED school and attend USC.

ah ok. I see that really helps.
About USC so say i get into a college ed and also get admitted to USC, then i can chose USC? I will get no penalty from USC AND the ED college?
I am also planning to apply usc engineering and possibly either ed'ing cornell or duke.
