<p>How come your TOEFL is 105ish? It is either 105 or any other score… 
Anyway, I think safety schools are those where someone is sure to get in but will have to pay a bit. In that sense, some state universities might meet the criteria. Do some digging in the internet and you will be through. :)</p>

<p>I don’t think so. Even if they are, they won’t have enough aid to fund you. So what is the point in applying at those places?</p>
