I’m not sure about the other schools, but I know that University of Illinois Champagne accepts a lot of international students (more than average). Your SAT score really isn’t that bad, but I realize that it is slightly more competitive being an international applicant.
In terms of financial aid, it might be worth it to take a gap year and wait for the green card. You’ll definitely have lower tuition in general.
