Extracurricular: President of math club; Committee Head; Section leader of 2 school bands; 3 music diplomas equivalent to 1st year undergrad; 1x all state orchestra; 300 hours of volunteering in STEM summer camp; 2 years varsity tennis; found a comp sci club at school; part of math team and won some awards; teach music theory and piano in a studio

Do I need more safeties or targets? If yes, which schools will be good matches? Also, are my chances too slim for the reaches that I should just not apply to some of them?
Are you looking for financial aid? If so, you need to factor that in. UCs will be full-pay. UT-Austin only takes a small percentage of OOS / foreign students, making it especially competitive. You might want to add SUNY-Stony Brook to your list. Excellent Computer Science and should be a match with your stats. You’ve got RPI - possibly add WPI as well. Again, should be a match.
I don’t think I will qualify for any financial aid. I would certainly consider SUNY and WPI.

SUNY Stony Brook is really commuter/suitcase if you are OOS.
RIT is your only safety and may not be affordable.
What about Cal poly SLO and/or UCSC for another match or Cal Poly Pomona for a safety?
Northeastern for a match and if you like co-ops UCincinnati CS/honors?
