Help on writing qs!

I have a writing question here that I don't really get...

The new law bring up many questions, (the first is) whether prohibiting the sale of certain magazines to minors is a violation of the First Amendment.

(A) the first is
(B) the first of which is
(C) and the first of which being
(D) which the first is
(E) the first having been

The answer is B, but for some reason I chose A, so could someone please give
me a valid explanation stating why B is the correct answer?
Thanks

A is wrong in that both are independent clauses, and thus the sentence would be a run on in its current form. B would change the latter to a dependent clause in reference to the “many questions.” The rest either have wording issues or some other error.

I see, thank you, that answer was very clear. I should have saw that one coming.
