Well, their ranking is the same.
And yes, you got in for sociology at UT - you won’t be able to do engineering there (you won’t even be able to access the engineering classes).
If you want an engineering degree, go to tOSU which is very respected in the US.
If you want a sociology degree you can go to UT but its name alone will not make it possible for you to work in engineering.
