Help out my friend (bad student, but smart)

My best friend who just graduated from HS wants to study in the USA.

He's not what you call a good student, he repeated the 9th grade, and 11th grade. But the kid is smart, when I mean smart he is SMART. He scored 2210 from SAT I, and is very talented when it comes to economics and finance. He made a lot of money in the stock market. His parents are very well off ( 700-900k yearly income), so he wont apply for financial aid or scholarship

When it comes to EC's I cant think of anything beside the point that he is a party animal.
He's the goalkeeper of the school soccer team. He graduated with a GPA of 3,1/5, but he goes to the most elite private school in the city.

3 is the passing mark BTW

Can you advise any schools for him? He wants to go to a school that is renowned in electrical engineering, not an average one, he already got in a very good school in Turkey.

Can he get into any good school in the USA with these scores? He has ADHD, I think thats the reason why his gpa is on the low side. But his character is very good, he went to palestine for a month to get a close up look at the tragedy there. He didnt do this to inflate his EC's like other people, he went there out of his conscience. I told him to put it as a EC, but he said he doesnt want to.

Full pays have a tendency to find a “fit” at a lot of institutions. Among private universities that are outside the top 25 or so, he could find a sympathetic ear somewhere. He might have to do a lot of legwork to find the place that’s willing to take a chance on him, though.

He should start by working with a psychologist to sort out his ADHD. He might benefit from medication, or from behavioral therapies, or from both in combination. Until he gets a handle on this, he isn’t going to do well in college. He needs to be able to organize his time and his homework in order to keep up with his classwork.

Since he would be full pay, if his parents are willing to pay the money, he has lots of options. He should start by visiting one of the EducationUSA offices in your country. The counselors there can help him find out a good place to study: [EducationUSA - Find an Advising Center](http://www.educationusa.info/Turkey)
