How about Penn State, University of Delaware, or UMass-Amherst.

http://talk.collegeconfidential.com/what-my-chances/859398-3-cs-1-f-senior-year-now-what.html

The easiest thing to do would be to add a Penn State campus. If you’re going to a college you don’t want to attend, you usually want to transfer eventually. If that’s the case, you want the first school you attend to 1) be well known (so credits transfer) and 2) cheap. PSU fits the bill.

Could any of the schools on my list above be considered safeties?

It’s difficult to say before you have an SAT score. Come back when that’s reported.
