Looking at my score report from the September test date I saw that I had scored a 15 in usage in mechanics and a 14 in Rhetorical Skills and my total score for English was only a 27 instead of a 29. Do these numbers not add up often, because they do on my reading section? Any help would be great. Thanks.

that happened to me too regarding certain subscores. it could be the curve. but i would ask them.

Look at the scoring instructions for the practice test in the Preparing for the ACT booklet (there's a pdf on the ACT website) or the Real ACT Prep Guide.

English raw score = Rhet Skills raw score + Usage/Mech raw score
RS raw score is converted to RS scale score
U/M raw score is converted to U/M scale score
English raw score is converted to English scale score

Raw score is the number of questions you got right. All three conversions are separate. They use a table like the ones you get with practice tests.

Notice that all the subscores are out of 18 and math has 3 subtests, yet the math score is only out of 36, not 54.
