HELP:Question about Transfer admission!!!

Hi

Even though My younger brother is High School sophomore..
he is currently considering Transfer admission..

(It's a long story.. but to make it short, he insists that he wants to "experience" the "real world" as soon as possible.. I know someone of you might find this "ununderstandable" or weird but.. well.. he said he gave it a long thought.. and i respect his choice, although i dont recommend him to do it)

Anyway back to the main topic..
We are currently living in California..
He's thinking about transferring to anyone of UC campuses...
and for the major, he said he still is thinking about it.. but for now he's looking for majoring in physics..

Well truthfully..
In comparison to so many brilliant students i see in CC
my brother is not that "smart" in terms of academic achievement in High school..

So my question is..
1) How hard is it to get accepted into UC campus with transfer admission.. Is it more difficult than the normal freshman admission? Is it there more "risk"?
2) Do you have infos about the acceptence rate for transfer admission to any of UC campus?
3) What do you think about my brother's choice? Would you recommend him to do it? (preparing for Transfer admission in such a young age)

Thank you for your answers and concerns
Thank you!!

He does have to complete the credits to graduate from high school. You know, 4 years of English. If he is thinking of skipping one year of high school, colleges will not appreciate how smart he is for skipping but will just expect him to have everything regular applicants do in terms of SAT scores and EC's.

I don't know anything about UC's.

This would not be a transfer. Applicants applying as transfers are already attending college and transferring from one to another. People graduating from hs early are still applying as entering freshmen.

Ye. A transfer is from college
Its early admission that he has to do

And, i feel stupid posting this as dufus is always first to the post and provides a complete answer.... :)
