Are there any strong computer engineering schools which offer any significant aid to INTERNATIONAL TRANSFER STUDENTS in the form of merit scholarship or financial aid?
Also are there any good computer engineering school with COA near 25K?

I assume you’re asking about schools in US. Most state schools would have COA of $25k for their in-state students. However, their COA would be a lot higher for international students and usually they don’t offer any financial aid to international transfer students.

Yeah I was talking about US schools only.Aren’t there any good schools like Cal Poly SLO?

Cal Poly SLO? I don’t think it is what you looking for.

See [Student Budget - Admissions - Cal Poly, San Luis Obispo](http://admissions.calpoly.edu/applicants/international/budget.html)

Ohh , I had the seen the cost as 28k. I think there are very few options for international students until and unless you are some billionaire kid or some kind of genius. :(

No, you don’t to be billionaire kid, just millionaire kid. Many schools using international students as their cash cows in order to give aid to domestic students.
