Help!! START OVER? or RETAKE CLASSES?

Hi, I'm currently attending Edmonds Community College as a Sophomore and I'm willing to transfer to University of Washington in few years. I have a very low college GPA.
Right now, as of Fall Quarter 2013, I have

Fall Quarter 2012: Quarterly GPA - 3.2
Winter Quarter 2012-13: Quarterly GPA - 3.4
Spring Quarter 2013: Quarterly GPA - 1.53
Cumulative GPA: 2.58
Overall = 40 credits

REGARDING my current situation, MY QUESTION IS:
- Would it be wiser to START OVER at another community college as a freshman to hopefully hopefully get over 3.7 GPA every quarter OR RETAKE CLASSES that I did poorly on (5 classes) to make up the cumulative GPA?

I know that both Starting Over and Retaking Classes show up and remain in my transcripts and that I have to submit them to the Universities when I'm transferring, but what would be wiser thing to do??? PLEASE HELP!!!

You can’t truly “start over” as you will forever have to send this old ugly transcript when you apply. So the first thing to do is visit your own academic advisor, and find out about re-taking classes that you have failed. You also need to get advice about re-taking classes where you earned a D. It is best to re-do classes at the same place where you took them the first time, so that the new class has a better chance of truly replacing the old one.

Just retake the classes
