I've only received the waitlisting decision on the web, should I wait until I get the mail package to contact Brown or should I just send in supplements right away?

It prob. really doesn't make a difference, since the decision has already been officaly made and released. Also, since Brown mailed out their decision letters already, you should actually be receiving it in a a day or two (the time it would take to get everything together anyways).

When I applied RD, I already sent Brown 4 letters of rec (2 teachers', 1 counselor's, 1 employer's), should I send Brown 1 more peer rec?

Since the first 3 were required in the application, it can't be said you overdid anything. As a rule of thumb I would say send only recommendations that tell Brown something new. Maybe even sit down with the recommender and write a letter detailing your accomplishments, how much you are still interested in the school, and how you really are a good fit for the school (and vice versa!)

The link starryeyed pasted is helpful but can sb explain to me what's an appeal to decision???

An appeal is when you contact a university and ask them to reconsider their admissions decision. Some schools don't allow you to appeal, I would contact Brown and see first. Even if they don't let you appeal, if you ask they might tell you why they made their decision (but remember some schools keep this strictly confidential), and you ca try to redress it any new recs, essays, letters, etc.

I hope I helped a little, and I wish everyone good luck :)

Those accepted or wait listed who don't think you'll be going, help others out and contact Brown ASAP

and to the wait listers: you guys will end up happy and do great things where ever you may end up going!! and if a year from now you still find yourself wishing you were a brown-ie, there is always the opportunity to transfer.
