HELP. What are my chances of getting into UVA?

What are my chances of Getting into UVA?

I’m considered an in state resident. Although I’ve lived in Germany for the past two years.

School: A private international school in germany.
GPA: approximately 3.5 (unweighted)
However, my grades in germany are on a 1 to 7 scale so the GPA is not exactly transferable.
SAT: My SAT scores are right now at about 1800.
SAT II: haven’t taken yet. I plan on taking Math II, English, and German with listening.

Although My GPA is not that high, In ninth grade (in Virginia) I completed one year of Commonwealth governors school. This included all honors classes and AP history. This is the hardest academic program in my city. In 10th grade (in germany) I got my MYP certificate. I am currently an IB canidate. My projected grades are
Standard Math-7
Higher English- 6

Standard Biology- 5
Higher Art- 5
Standard German- 6

My Extracurricular Activities and work experience include

I know my GPA is not that great and that is my problem. However, I plan to bring that up during my junior and senior year. If I do that, and increase my SAT score (around 2000 level).. then do I have a chance to get into UVA (which if my first choice college)???
