So on the SAT i superscored a 2200 (800 CR, 690 M, 710 W). I just got the December ACT back and it was my first time taking it. I scored a 33 composite (35 English, 33 Math, 33 Science and 30 Reading (i didn't pace myself well)). So i don't really want to take it again in February (i'm afraid that colleges will think i'm obsessed with scores). I already sent in my SATs, but should I send my ACTs?

Well i would definitely send in your ACT scores. Technically, your ACT converted to an SAT score is a 2190. Which is only ten points lower than that of your actual SAT. They are quite good scores. It is a good thing that you are good at both tests, this will add points to your application as opposed to another applicant who also scored a 2200? I spoke to a Harvard representative not too long ago and he actually told me that.. hopefully this makes sense....
In conclusion. yes. submit, especially if you scord high on your essay (if you took a writing ACT test, which i am sure you did)

yea i did take the writing. thanks!
