I am planning to take the ACT on October 28th, 2017 (I’ve already taken SAT). The deadline for the University of California schools freshman application is November 30th, 2017. Will my ACT scores reach the college in time?

The UCs application deadline is not their test date deadline. They actually accept through the December testing dates. Even so, your ACT will likley be in the UCs hands before Nov 30.
