<p>I have to say that that IMHO the answer choices are poorly written. This question is a good example of why it is best to order copies of the real exams from the College Board's Online Store. That said, the best answer is A since by the 1770's "most" Americans were not resisting the British government's efforts to impose new taxes. "Most" Americans probably did resist the Stamp Act. But that was back in 1765. The question says in the 1770s before the outbreak of the Revolutionary War? Always remember that about 1/3 of the Colonists were Loyalists. Still the more I look at this question the less I like it.</p>
