<p>Doesn’t matter. Colleges look at YOU, not the school. They look at what YOU do in the context of the school. Both of the scenarios you presented are fine for schools that are top tier. </p>
<p>You won’t have a dis-advantage when you are competing against someone in a high school that has 30 AP’s or IB’s when your High School has only have 6 AP’s and no IB’s.</p>
<p>Harvard accepts kids from awful high schools all the time. Pick the public school because it’ll cost your parents less money.</p>
