Help with Japan

Alright, I'm only a senior in high school right now but I want to go to college in japan. I've been looking the best I can, but I can't seem to find a good college that has Japanese Language courses for beginners but that has the rest of the classes in english. Anyone know any of those?

Also, Tokyo International University looked like it had what I needed but in the admission form it says:
"Those applicants of a foreign nationality who have completed (expected to complete) 12 years
of general school education in the country concerned and are eligible (or are expected to be
eligible) to enter a university in that country, have reached the age of 18 or have equivalent
qualifications."

Here in the US I have the 12 years, but I'll only be 17 when I go to Japan, I turn 18 in october. Does that mean I have to wait a whole year before I can start college or what?

unless you are fluent in japanese, dont go to japan...

please....trust me....please...
