<p>So gerunds are considered singular even if multiple are joined together with an and?</p>
<p>I’m not sure about the actual grammar rules, but it sounds awkward to say “are” instead of “is” in the original sentence.</p>
<p>On the other hand, “are” doesn’t sound so awkward in the following sentence:</p>
<p>“Introducing new ideas and replacing old ones (are) always highly controversial matters…”
(the “a” was deleted before “highly”, and “matter” was changed to “matters”)</p>
