I wanted to know what kind of scholarships are possible. Lets use an example, shall we: I am from New Hampshire, but I want to attend University of Washington. Are there scholarships or grants that NH will give me that I can use to attend state university of another state? Because UW doesn't seem friendly with grants/scholarships for OOS students...
And since the OOS price with around 30000, can anyone give me suggestions how I can tackle that price and not take loans greater than 4000 a year, because I am planning on going to medical school, where debts will be very large, so I don't want to be in debt from the beginning.....

any answers?

You need to speak with your high school guidance counselor to find out what scholarships are offered by your home state, and whether or not those scholarships can be taken out of state. Usually they can’t. In some cases, state money can be taken out of state if a student is pursuing a specific major that isn’t offered in his/her home state. In addition, many states participate in regional agreements that allow students to enroll in a nearby state for that state’s in-state tuition rate, again most often that is permitted when the major field isn’t offered in the home state. If your state participates in an agreement like this, you counselor should know about it.

The only loans that you can get without a co-signer are the Stafford loans, and they are limited to $5,500 freshman year, $6,500 sophomore year, $7,500 junior year, and $7,500 senior year. Since you are interested in med school, even that much debt may be too much to take on. The standard advice for pre-med students, is to complete your undergraduate degree as inexpensively as possible so that you won’t have any debt before med school. UW is probably unaffordable for you.
