Help with these Writing questions

I'm confounded by these 4 questions (Remove the spaces to see the questions - I don't know why this site blocks the links):

http://i.imgur. com/OAFQM3u.png
My answer: A
Right answer: B

What is wrong with A? Is "if put" ambiguous?

http://i.imgur. com/E9S0Kat.png
My answer: B
Right answer: E

Shouldn't it be "but it was not until"? Isn't "but not until" incorrectly used here?
http://i.imgur. com/dOrS1Yw.png
My answer: C
Right answer: B

http://i.imgur. com/ZnPynIz.png
My answer: B
Right answer: A

Looking at it, I understand why A is the right answer, but I'm also confused by a couple of things. Is "Freedom of action and expression" supposed to be one entity or is it freedom of action and freedom of expression? And B seems very conspicuously awkward but it seems to be correct here, so explain why it's not necessary to change it to "of not only".

A means a majority of the property owners would be put to a vote–it must specify that it’s the proposal that would be voted on.

“Not until A did B” is idiomatically fine.

It’s “freedom (of action and expression),” so the subject is “freedom.” The plural would have to treat freedom of action as one thing and “expression” (sans freedom) as a separate thing. Just as importantly, though, (B) is fine–it sets up a perfectly cromulent parallel structure.

Thanks^

Forgot to ask about the 3rd question: Why isn’t C ambiguous since “they” could be referring to both signals and plants? And since B is wrong what should it be changed to?
