16) The new law brings up many questions [the first is] whether prohibiting the sale of certain magazines to minors is a violation of the First Amendment.

A) the first is
B) the first of which is
C) and the first of which being
D) which the first is
E) the first having been

I chose C because I thought "The new law brings up many questions" is an independent clause and therefore needs a conjunction to the next part but the answer is B. Not only sure how to explain it, besides it sounding right

32)

Even people with limited knowledge of American Sign Language [agree] that [it has] expressive powers that [are equal to or] perhaps greater than [that] of spoken english. [No Error]

I thought that there was no error, but the answer is [that]. I don't understand how "that" is incorrect in this comparison because[that] refers to the expressive powers

32-That should be changed to those. Because the sentence reads, “Even people with limited knowledge of american sign language agree that it has EXPRESSIVE POWERS.” Expressive powers is plural and it would make sense to say the powers are equal to or perhaps greater than those not that of spoken english.
