I think OP is saying ^ a 94 is a 4.0 - although it’s more like a 3.8.

Are you a junior or a senior?
What’s your parents’ budget? All these universities will be oos for you meaning if you get in you’ll likely be full pay. Have you run the NPC on all of these?
Getting into a college you can’t afford is pointless and very disapointing, difficult to live.
Umd, UMiami, and UF are reaches (it’s more likely you won’t get in but you do have a shot), uk and Louisville are academic safeties but will be expensive.
If you’re a junior : You should extend your list, apply to some Suny 's, perhaps UMDBC, apetc.
if you’re a senior, apply quickly to a few SUNY’s.

If you’re a Junior, try again on the ACT. You really want it a point or two higher, as more merit scholarships would start to open up.

For example, at UK, you qualify for the automatic “Bluegrass Spirit Scholarship”, which is $8K a year, but with a 30 ACT, you would qualify for the next level, at $10K a year. At 31, you become eligible for the competitive scholarships at UK.
