<p>Yes, Penn has to accept 100 people from Philadelphia every year...assuming your a good candidate, that's a big plus for you.</p>

I know that Penn seeks to admit applicants from Philadelphia and that being a resident works in an applicant's favor, but--other than the financial aid requirements of the Mayor's Scholarship program--I wasn't aware of a specific number of Philadelphians that Penn is compelled to admit.</p>

<p>^ I think there may be some confusion here, which is why I asked funnyguy for his source on that. There is a requirement that Penn provide the equivalent of 125 Mayor's Scholarships to residents of Philadelphia at any given time (distributed throughout all 4 undergraduate classes, I believe), for historical reasons going back to the 1880s and a deal Penn made with the city at that time. I don't believe, however, that there is a specific requirement that Penn accept at least 100 Philadelphians a year although, as I said above, Penn does want to encourage applications from Philadelphia to support the local community, and it is a bit of a hook.
