I'm an international student @ Penn State. I'm a business major
I have 3.82 GPA, but many people have been telling me that I don't have much chance since I'm an international student.(especially UCs)
what schools should I apply to? Is any of the Ivy league school too hard for me to get in? what other school do you recommend?

The only UCs with undergraduate business schools are:

UC Berkeley: average admitted transfer student is 3.88 GPA–and it is very tough to get in from out-of-state. I think only 9 students from out-of-state were admitted last year.
UC Riverside: you would get in easily (3.4 GPA transfer)
UC Merced: you would get in easily (3.1 GPA transfer), and
(a new one, just started):
UC Santa Cruz–you would get in I think; 3.5 transfer GPA

Also, if you don’t mind doing Business Economics–that is offered at all the other UCs–and you would have a good chance at all of them, although UCLA might be a little tough. (I strongly recommend UC San Diego for Economics since they have two nobel prize winners in the economics department at UCSD.)

There are lots of other schools where you have a chance–but many Ivy league schools don’t take many (and some not any) transfer students.

Just apply and then you’ll know.

P.S. I should also mention that the UCs usually only accept fall admission transfer applications in November–so if you are trying to transfer into these schools, you’ll have to apply for the Spring (except at UC Berkeley where you can only get accepted for Fall Admission).
