High SAT score, Low GPA. Chances of getting accepted?

So, yeah, as the name suggests, I have a high SAT score (2320), and a high CEM score (top 4%) but a low GPA. (IB system MINUS TOK AND EE: first semester-31,second semester-23, third semester-25) This semester is looking to at least be a 32, minus EE and TOK. Reason I did badly on semesters 2 and 3 is that I took too many ECs and hard subjects. I was the chairman of pretty much every committee in my school and I was a member of the student government. Did charity work, raised tens of thousands of dollars for building a sand dam, etc. I thought that taking on ECs would make me look better. I took on too much, I admit it, it was stupid. But at the same time, I’ve taken this as an opportunity to grow myself as a person and have already started to get back on my feet in terms of grades. I’m applying with this semesters score though. So, with my SAT, ECs, CEM and increasing GPA, will I be able to make it into Waterloo? Give your honest opinion please. I wont hate anyone for calling me an idiot for not dividing my time better and I realize the stupidity of what I did. ATM, I just want an honest response.
