I have some good ECs from high school (organized a community service program, started a club, VP of another club, school newspaper, made films), but how much of this do they want to see on a transfer app?

it depends...
if you're a sophmore transfer - they'll count probably around 60/40 against college ECs...obviously, you wont have been in school more than 4-5 months when transfer apps are due, so you wont have had a lot of time, so high school ECs will still be a factor, just not as large as for freshman admissions

if youre a junior transfer - they'll count less than 50/50 against college ECs, because you'll have been in school for 3 semesters, which is enough time to get involved...

Put in the ECs that are most important to you, whether hs or college. Some apps have a grid where you list the EC and then check off whether it was grade 9/10/11/12 or post-hs. So, obviously, they expect to see hs ECs where someone wants to list them.

My S got into a number of schools as a transfer with very, very limited college ECs. He listed the hs ECs of importance to him. Whether these mattered much in his acceptance, who knows?

Just present you in your strongest light, whether your strength is ECs, academic pursuits, outside jobs, your test scores, your essays, your recs. Let the application portray "you on your best day" and don't worry about what someone might expect to see.
